I attended a meeting at COSERRC (our SERRC) on Thursday, June 22nd where
Jo Hannah Ward from OEC presented the FY07 EMIS changes to the Special
Ed folks. Jo is directly under Tom Lather at OEC. She was able to
address two more areas of question/concern we had for ODE so I wanted to
share the responses with you.
LRE Drop Down - On PR07P2 Step 6, what values are appropriate in this
area? Is it okay to include % in the EMIS descriptors (no per Bill
Sherabe to NCOCC users)?
RESPONSE: The LRE on the goal page is specific to that goal and its
services. For EMIS purposes, the Primary LRE is the percent of time
overall, including all student goals. At this time there is still
debate on whether you can use percentages on the individual goal but
would currently recommend narrative in this section. Per Jo Hannah Ward
at COSERRC meeting on 6/22/06. Columbus SD advised they were found out
of compliance for using percentages on the goal page. Jo clarified that
this decision was still under debate.
REACTION: LACA/Software Answers will make modifications to the
form/software to move the Primary LRE field to the signature page as we
are only reporting one for the student. Then the LRE field on each goal
page will be strictly text to allow for the narrative. At this time,
the primary LRE will be available to select but will not print or
finalize with the form. We will continue with this until we have
approval from ODE to add this field to the form. Reasoning for this
move is that a student could have 3 goals in which they are in special
education outside regular class for only 20% in each goal (EMIS code
210013). However, these three goals combined would total 60% spec ed
outside reg class which would be EMIS code 210014 (> 21%, < 60%). With
our current set up, the user would never be able to select the correct
primary LRE and still have the goal page LRE correct.
Data Type Codes - How should we be collecting the data not currently
required for the data type codes? Is proposed LACA form/procedure
compliant with ODE's plan for the collection of this data?
RESPONSE: The Data Collection Form is optional. We can cut/paste or us
whatever format we choose as long as we use the same data elements. Per
Jo Hannah Ward at COSERRC meeting on 6/22/06.
REACTION: LACA/Software Answers will roll out the DATE TYPE CODE form
for use in the software to record this information. These form fields
will also update our EMIS Data Collection form.
