What Now?

With the defeat of Issue 2, SB 5 will not become effective.  But the law has changed through HB 153 (Ohio's Budget Bill).  So what does all this mean, as of now, for education.

As prepared by OSBA legal services division, the following will now be in place through the passage of the budget bill:

Teacher Salary Schedules

Currently only Race to the Top (RttT) districts are required to annually adopt a salary schedule for teachers based on performance (RC3313.41).

Districts not receiving RttT funds may adopt a salary schedule for teachers based upon performance.

Teacher and Principal Evaluations

The State Board of Education (SBOE) must develop a "standards-based" framework for the evaluation of teachers by December 31, 2011.  The state requires the framework to include a number of different components, including evaluating teachers based on student academic growth, accounting for 50% of the teacher's evaluation.  The framework is suppose to be rolled out next week by the SBOE.

I know all Darke County Schools are working hard to make this new evaluation procedure as seamless as possible.  

Along with the "new" teacher evaluations, a "new" principal evaluation framework is being developed.  Both the teacher and principal evaluation policies must be adopted by boards of education by July 1, 2013.  Both evaluation policies must conform to the SBOE's framework.

Reductions in Force (RIF)

Due to budget bill revisions, RC 3319.17 prohibits boards from giving preference to any teacher based on seniority for purposes of determining the order of a RIF or for restoring tenured teachers from a RIF, except when making such decisions between teachers who have comparable evaluations.

We will be watching very closely to any new laws/regulations that may pop up on the radar screen.  Thanks to OSBA for the legal update.
